Maale Adummim in the Future: E1 Neighborhood – the next neighborhood to be constructed

E1 Neighborhoold – what is this?
An area of approximately 12,000 Dunams, called E1 Area, exists between Maale Adummim and Jerusalem. The area was appended to the city by the late Prime Minister Itzhak Rabin in 1994 that directed the planning of the area. We are planning to build a neighborhood consisting of 4,000 housing units, constituting the natural developmental reserve of the city. The area’s lands are owned by the State of Israel, free and empty of residents. The late Prime Minister, Itzhak Rabin, defined the area as a strategically significant area; therefore, he initiated the construction of the area as a sequence between us and Jerusalem. The area is located next to the road connecting Maale Adummim and Jerusalem and up to Chisma road rising from our industrial zone towards Pisgat Ze’ev.

E1 – Why?
The Palestinians are striving to create a built-up Arab sequence to glide from Ramallah, north to Jerusalem through Azariya towards Beit Lehem to the south of Jerusalem. The dense Palestinian construction might strangle Jerusalem on one hand and disconnect and isolate Maale Adummim and the settlements around Jerusalem on the other hand.
Constructing E1 by Maale Adummim will bring about a sequence of construction between Maale Adummim and Jerusalem the capital. This will be the Zionistic answer that will eliminate the strangulation of Jerusalem and the disconnection of Maale Adummim and Gush Adummim from the capital of Israel. At the moment, there is a race on the area between the Israelis and the Palestinians. The plans are ready and awaiting the approval of the Prime Minister.
The neighborhood is a natural continuation of Maale Adummim, constructed in circles and the last land reserve of the city.
The neighborhood does not damage the northern-southern territorial sequence and in order to ensure free Palestinian movement. A complex transportation arrangement is in progress to ensure connection between the Palestinian population concentrations from the north and south, which will allow separation between Palestinian and Israeli transportation and allow crossing to Jerusalem without a barrier in A Zaiym (Hazeitim) intersection.

E1 – There is a national consensus
The city Maale Adummim receives a wide national consensus as well as Area E1; as mentioned, the late Itzhak Rabin initiated the construction in the area, Ehud Barak promoted the proceedings and Benjamin Netanyahu approved the general outline plan. Currently, the city building plan awaits the approval of the Prime Minister.
E1 – Obligation
Nowadays, upon completion of the disengagement from the Gaza region and the selection of a new government, the Israeli Government is granted with a wide international support. This is the political hour that needs to be utilized in order to enhance the settlement regions in Judea and Samaria. Now is the time that the government needs to prove that it constructs and settles and not only evacuates. This opportunity cannot be missed!

Explanation & Public Relations
In the recent year, as part of the lobby and the publicity campaign of the mayor Benny Kashriel on the issue at hand, many public figures visited Maale Adummim city and E1 Area, from the USA and from Israel as well as many ministers and members of the Knesset to support the construction and strengthen us.

The mayor Benny Kashriel says that everyone expressed support and called the Prime Minister to immediately commence construction out of the will to maintain the wide national consensus around Maale Adummim. These days, I continue to act for recruiting the public’s support in Israel and the decision makers abroad, as well as the different parties and the government. Until now we were successful in persuading the former Prime Minister Ariel Sharon to build the offices of the police’s Samaria and Judea precinct in the area; the compound was built and its construction is towards completion. I’m full of hope that the declarations and promises of the Prime Minister Ehud Olmert will be fulfilled soon and with God’s help we will see the housing neighborhood completely built.

Employment & Commercial Center
The employment and commercial center is designated to be built on the area strip connecting between Maale Adummim and Jerusalem. It is an industrial and commercial metropolitan zone intended to service the overall populations in the Jerusalem area and provide thousands of workplaces. The area will be occupied by moving industries from old areas in Jerusalem, which became commercial and services centers, and transferring them to the employment center and thereafter build housing neighborhoods instead.
Its establishment fits the Israeli policy throughout the years to create employment areas along the battle lines and it also fits the Palestinian initiatives.
